Sex as lust is indulgent. Too much is debauchery, a moral weakness, that needs a variety of mature undertakings to balance or abandon need for it.
Sex as power is perverse. Such as looking for sex acts in hiding cars. Only the sick want to see that suffering comes from self or fun intimacy. One is guaranteed to find that the sexuality of such a predator is conditioned from tasks of sexual scutiny into a predation that otherwise would never exist.
Sex acts in public are either rapes, dares, drunks, chemists in purgatory. Each is a legal case always mishandled by sadistic predators that hope to find the naked and cold for cash.
The law need not address obvious blight, shame, the strickensullen, sad, and forsaken. Public decency bars acceptance of public sex acts.
Public masterbation serves a purpose for learning and self reliance.
